Which president declared war on terrorism?

President Bush responded to the September 11th terrorist attacks by declaring war on terrorism. He created a new Department of Homeland Security to help make sure attacks like that wouldn't happen again. He sent American troops to invade Afghanistan, where the terrorists had their training camps and where the leader of the terrorists was thought to be hiding.
